Could an Agreement With the City Be Imminent? TIF 4 On School District Agenda Tonight

Also, tech upgrades, student recognition, drivers education waiver, donations to schools and more.

The intergovernmental agreement between the city of Elmhurst and Elmhurst Unit District 205 regarding the district's share of tax increment financing money is on the School Board's agenda Tuesday. The city and school board have been in negotiations for months over the TIF agreement, and this is the first time it has appeared on the School Board's agenda. It is not clear from board documents if an agreement is imminent. But first, the board will meet in closed session to discuss student residency, pending litigation, negotiations and approval of closed session minutes. A public hearing to discuss a waiver of driver education rules also precedes the regular meeting. The district is seeking a waiver from the State Board of Education "to allow…

Staffing Must Increase to Accommodate Bilingual, Special Education Needs, Dist. 205 Administrators Say

School Board hopes to avoid more layoffs next year, begins discussion on how to best address increasing needs.

Students are only halfway through the 2012-13 school year, but Elmhurst Unit District 205 Board members already are looking ahead to next year. Predicting enrollment and staffing needs for 2013-14 is kind of like looking into a crystal ball, but it's a necessary exercise to get the next budgeting cycle started. "It is very early to try to do these kinds of projections. That is the caveat," Superintendent David Pruneau told the School Board Tuesday. Best estimates show enrollment remaining flat at York High School and at the district's eight elementary schools, he said. "As a matter of fact, the majority of elementary schools are seeing slight decreases," Pruneau said, adding that spikes in enrollment might be seen later by grade level. …

District 205 Set to Approve Nursing Contract with Elmhurst Memorial Hospital

New state legislation has increased liability risk for school districts statewide; replacing health aides with full-time nurses at each school will alleviate that risk, officials say.

Elmhurst Unit District 205 Board will hold a workshop meeting at 7:30 p.m. Tuesday, May 8, at the administration building, 162 S. York. The meeting will be preceded by a closed session to discuss employment of an employee. The main action item on the agenda is a vote to approve a contract with Elmhurst Memorial Healthcare for nursing services. In the past several years, the number of students with life threatening conditions enrolled in Elmhurst District 205 has increased, according to information in the board packet. State mandates, such as the Epi Pen Act and the Diabetes Care Act, have increased the potential liability for school districts, so the administration is proposing replacing health aides with full time nurses at each building …

Elmhurst District 205 School Board Gives Final Nod to 2011-'12 Budget

The budget takes into account the possibility of no payments from the state.

Elmhurst Unit District 205 School Board gave final approval to a balanced $109.5 million budget Tuesday. The budget reflects a net $3 million reduction in expenses. About $1 million was added to areas that include the gifted program (REACH), literacy support, special education and early childhood.  New and increased fees to parents, the elimination of 11 teacher and seven support staff positions, and a slight increase in average class size helped the district avoid the need to borrow money to pay its bills. “This was not accomplished without sacrifice from a variety of stakeholders,” said Chris Whelton, assistant superintendent for finance and operations. “We will have to continue to cut spending to maintain a balanced budget, since …

School Board Members Say Focus Needs to Be on Educating Students, Not Real Estate Deals

Request for a tax abatement has the District 205 Board looking at tax breaks for businesses in a "philosophical" way.

Elmhurst Unit District 205 Board members said Tuesday that they will want a lot of information before saying either yes or no to any developer's request for a tax abatement. Superintendent David Pruneau asked the board to discuss on a “philosophical level” the idea of granting a tax abatement to a developer. Pruneau said he has been approached by “a municipality” about the possibility of the district granting the abatement, which would actually work as a percent reduction in taxes owed by the requesting developer. Illinois law allows for taxing bodies to abate taxes for up to a 10-year period and a not-to-exceed amount of $4 million. Pruneau said he suspects all taxing bodies in the potential development area would be approached, but the …
