Hahn Street Requests for Proposals Go Out Feb. 1

City of Elmhurst looking for developers' creative ideas on project that has languished since it was first envisioned in 2006.

Developers with a good idea—and the financial backing to make it reality—will soon be invited to submit to the city their vision for the land near York Road and North Avenue known as the Hahn Street parcel. A request for proposals for a new development on the land, bordered by North Avenue, York Road, Addison and Third streets, will go out on Feb. 1. Ideas are due April 15. Elmhurst City Council added the final touches to the RFP Monday night. A draft of the request was presented in November, and since then, city staff have surveyed aldermen to ask how to evaluate proposals. Aldermen will use a 100-point ranking system, with some factors, such as economic viability, architecture and qualifications of the applicant, worth more points. Other…

I would love to see an active adult -55 or over- building with amenities and good maintenance on either the Hahn site or the north York properties. The city could use moderate or upscale senior housing without the huge buy-in fees of Park Place. Retail/restaurants on the site along with parking would be a great addition. Elmhurst City Council Members Begin to Develop Criteria for Hahn Site

Requests for proposals will be going out to developers soon as city officials get a second crack at this stalled development.

Elmhurst aldermen will spend some time over the next month thinking about the most important elements of any new development at Hahn and York streets. City staff presented a first draft of a request for proposals for the site on Monday, and asked aldermen what they would like to emphasize for those 10 parcels that form a northern gateway to City Centre. The site in question, bordered by North Avenue, York Road, Addison and Third streets, was part of the downtown tax increment financing district (TIF 1) that was established in 1986, but economic decline stalled development there. Apartments May Be Starting to Hit Home

Consultant reiterates best options for Hahn site.

Tracy Cross and Associates returned to the City Council Monday armed with more information to support what the consultant reported to aldermen last month – that rental apartments are the best idea for developing land at Hahn Street and York Road. While stressing he was not telling the council what to do, Cross presented numbers that pointed to a need for apartments in the suburbs, and especially in northeast DuPage County. “You have no competition to the east of you. I live in in the older part of Elmhurst, north of North Ave and east of York Rd. I hate to admit it, John John is right. A house across the street was bought by a flipper; he rehabbed it & couldn't find buyers. He then rented it to low-income, prob Sec. 8. Given current market conditions, rental apartments are the best option for any development on Hahn Street, a consultant told the City Council Monday. Aldermen Discuss the Future of Hahn Street

It's one of the last prime pieces of real estate in Elmhurst's downtown area. It has been courted by developers, planned by Morningside Group as a mixed-use property with condos and retail, then abandoned due to a sinking economy. Morningside Reps Offer New Vision for Hahn Street Development Based on Changed Economy

Hahn Street plan shifts to apartment rentals.

Elmhurst officials were told on Tuesday that new residents for a proposed development near York Road and North Avenue were still out there, but in today's economy they want to rent rather than own. Whether the city wants to see more rental units downtown remains up for discussion. Representatives from Morningside Group on Tuesday presented a revised plan for the north part of the downtown tax increment financing district, an area bounded by North Avenue, Addison Avenue, York Road and Third Street and including Hahn Street. A previous plan for the area called for condominiums and retail space, but that was stalled by the downturn in the economy. Elmhurst City Council members will meet in their standing committees at 7 p.m. Tuesday, Oct. 11, at City Hall, 209 N. York St. That meeting will be followed by a session of the Committee of the Whole to discuss the Hahn Street development, which has not been discussed at a public meeting for a couple of years. The Development, Planning and Zoning Committee agenda includes a request by the city to amend the text of the zoning ordinance regarding legal notice and publication requirements for a zoning ordinance map and/or text amendment.
