DuPage's FEMA Flood Disaster Center Opened in Lisle; Assistance Available

DuPage County residents affected by the mid-April flooding can apply for assistance via the Internet, phone or by going to the Lisle Police Department in person.

The following is a press release from DuPage County: DuPage County Board Chairman Dan Cronin urges residents affected by the recent flood to apply for federal assistance to help alleviate expenses incurred in the recovery process from the April storms. “More than 9,000 DuPage County homes and businesses received extensive damage to their properties from the  April flood. In an effort to help relieve some of the financial burden, the federal government is providing grants and low-interest loans to help cover some of the uninsured costs endured by families. Dispatches from DuPage: Stories of the April 2013 Flood

Rescues, disasters, bravery, irony—from a mass evacuation to the finding of a floating body to a governor's visit, the stories of a storm from DuPage County.

Much of DuPage County was underwater by Thursday afternoon due to a rainstorm that dropped more than half a foot of water on some areas. Patch has been tracking some of the biggest and most interesting stories from the storm: Body Found Floating at Graue Mill  The historic Graue Mill on the border of Hinsdale and Oak Brook was utterly swamped when Salt Creek rose in the heaviest rain anywhere, but the floodwaters brought something even darker: a dead human body. DuPage officials are currently trying to identify it and as of Friday afternoon, no more information is available. Gov. Quinn Declares State of Emergency

Gov. Quinn has declared a state of emergency in the wake of flooding throughout the Chicago area.

Governor Pat Quinn declared a state of emergency as state agencies prepared to provide assistance to local governments throughout northern Illinois dealing with severe river and flash flooding. The state of emergency ensures that state resources are activated and that the federal government is aware that a disaster declaration is likely. It also allows the state to request resources as needed, such as personnel and equipment. State and local emergency personnel have been on the ground in hardest hit areas since early this morning. "Heavy rainfall over the past few days has created dangerous flooding in areas across the state," Governor Quinn stated in a press release. "Everyone should stay home and off the roads if possible. Acting Mayor Scott Levin signed the disaster declaration on Thursday.

Acting Mayor, Scott M. Levin has signed a Declaration of Disaster for the City of Elmhurst. The declaration reads as follows: Upon the authority of Chapter 20, Act 3305, Section 11 of the Illinois Compiled Statues, I, Scott M. Levin, acting mayor of the City of Elmhurst, do hereby proclaim that a state of emergency exists in Elmhurst, IL, for the following reasons: Overland flooding, severe sewage backup into homes, emergency personnel staffing, overwhelmed resources. DuPage County Stormwater Management Flood Control Facilities in Operation

About 4 to 5 inches of rain has fallen throughout the area, with more expected Thursday.

From DuPage County Updated: April 19, 9:35 a.m. DuPage County Stormwater Management continues to operate all of its larger flood control facilities due to rainfall accumulated throughout the week. The National Weather Service reported approximately 4 to 6 inches of rainfall beginning Wednesday, with minimal precipitation forecasted throughout the day Friday. The County streams and rivers are showing signs of receding from this accumulation. However, this precipitation raised elevations in Salt Creek and the West Branch DuPage River enough for DuPage County Stormwater Management to continue operations of Fawell Dam (Naperville), Spring Creek Reservoir (Bloomingdale), Elmhurst Quarry (Elmhurst) and Wood Dale-Itasca Reservoir (Wood Dale). …

UPDATE: Elmhurst Schools Closed Thursday; Two Park District Buildings Remain Open as Shelters

Rain and flooding expected through Friday morning.

Elmhurst Unit District 205 notified parents early Thursday morning that school is canceled "due to flooding all over Elmhurst." Students who are bused to outside programs by District 205, including Technology Center of DuPage and special education programs, will not be transported. All afternoon and evening activities also have been canceled. Immaculate Conception schools and Elmhurst College also are closed until further notice due to the storm. All Elmhurst Park District public buildings are closed for programs, lessons and events. The Wagner Community Center, 615 N West Ave., and The Abbey, 407 W St. Charles Road, are open today and will serve as shelters for any area residents. Expecting a lot of improvement over our current situation is a bit of wishful thinking. The flooding we are seeing today is the result of a HUGE rain event. Designing stormwater management systems with capacity sufficient to handle events like today is cost prohibitive, even when designing new systems.
