School Board Approves 16 Layoffs and a Teacher Contract 'No One is Happy About'

Two voted against the contract because of pension enhancements for teachers at the top of the scale.

The teachers of Elmhurst Unit District 205 finally have a new, four-year contract, and taxpayers will now know what is in it. The 18-month negotiation process divided the community and, just last month, the School Board declared an impasse fueling speculation about a strike. According to comments on Elmhurst Patch, some taxpayers concluded the teachers were expecting too many financial perks, while the teachers' supporters said not everyone can do the difficult job of teaching. Some said pensions are out of control, while the teachers' supporters said they are entitled to that money and are not to blame for the pension debacle orchestrated by the state of Illinois. City Begins Outlining New Waste Contract

Bid to hit the streets in late summer.

The Public Works and Buildings Committee on Monday asked staff to take a first stab at describing what the city wants to see in a new refuse and recycling contract, which will go out for bid in August or September. This first draft will likely be the basis for the request for proposals to waste companies. The city is currently in the fourth year of a five-year contract with Allied Waste/Republic Services. Committee members told Public Works Director Mike Hughes that they wanted to stick with a modified volume system, where each household can dispose of one 33-gallon can or bag of waste but must purchase stickers for any other waste disposal or for yard waste. Committee members also wanted to look into providing other container options. …

Elmhurst Teachers Council Accepts Latest Contract Offer

Contract ratified Tuesday by the teachers, School Board expected to sign it April 10.

On Tuesday, April 3, the Elmhurst Teachers Council ratified its tentative agreement with the Elmhurst District 205 School Board, according to a press release from the School District. The proposal was drafted March 20, after the School Board had declared negotiations at an impasse. The district has been in negotiations with the teachers union for the past 18 months. This was the third tentative contract reached by the two entities in the past year. The first two agreements were overwhelmingly rejected by the teachers, in September 2011 and last February. David, I sent an email to my state senator about our high tax governor commenting about looking into the abuse of pension funds and suggested that the pensions have become abusive to the tax payers. I feel teachers should receive pensions but with the help of their union our liability for covering these funds have become abusive. Three Aldermen Still Oppose Findzall Contract, but Hire is Now Official

Contract will be reviewed again in one year.

The City Council officially has extended its agreement with a company charged with steering new businesses to Elmhurst. On Monday night, aldermen gave final approval on a $42,000 contract with independent contractor Findzall Community Marketing. The council agreed in an 8-4 vote to rehire Findzall two weeks ago. Three of the alderman who were opposed to the hire then, Diane Gutenkauf, Paula Pezza and Michael Bram, were still opposed Monday night and again voted against city's use of the group. Second Ward Alderman Norman Leader told the council that the contract replaces two former full-time employees with a company that receives no health or retirement benefits. Collapse of Teacher Contract Talks Creates More of a Chasm Than a Rift

Both sides say they are eager to reach an agreement.

It's not really clear how far apart the Elmhurst Unit District 205 negotiating team and the Elmhurst Teachers Council are in reaching a contract agreement. Are there just a few items to clean up, or are they miles apart? But since the teachers' nearly unanimous rejection of a tentative contract this week, one thing is clear: No matter how close they may be on paper, a chasm has been created not just in the district, but throughout the community. Hours after Elmhurst Unit District 205 released the news Wednesday that the Elmhurst Teachers Council had rejected a tentative contract, Dave Comerford, media director for the Illinois Federation of Teachers, released the following statement by e-mail: "Teachers voted down the school board’s last proposal by a strong majority of 97%. District 205 School Board and Teachers Union Reach Tentative Contract Agreement

Contract must be ratified by the union and formally adopted by the School Board before details are released.

After a year of negotiations, the Elmhurst Teachers’ Council and the Elmhurst Unit District 205 Board have reached a tentative agreement on a new contract, according to a press release from the School District.   Details of the agreement will not be released until the teachers union ratifies it and the School Board formally adopts it. District 205 Board representatives and the Elmhurst Teachers Council began contract negotiations last September. Fee Increase is Headed to Your Curb

Aldermen debate best way to increase waste removal fees.

Elmhurst aldermen debated on Monday how to structure new waste removal fees, but no matter how you slice it, residents are going to pay more. Allied Waste is passing along a 4.5 percent rate increase to the city. Also included in the rate adjustment is the city’s administrative costs for waste removal. The Public Works and Buildings Committee has been discussing how to distribute the increase among residents since February, but committee members were split down the middle on their recommendation to the council. Ultimately, City Council members approved the majority report recommendation put forth by committee members Jim Kennedy and Chris Healy.
