City Council Expected to Approve City/School TIF Agreement Tonight, and Budget Talks Wind Down

Also up for approval: Zoning Commission appointment, sidewalk SSA and fuel contract.

Elmhurst City Council members are expected to sign off on the intergovernmental agreement with Elmhurst Unit District 205 that provides for revenue sharing from the city's tax increment financing districts tonight, Monday, April 1, at City Hall, 209 N. York St. The School District approved the agreement at its last meeting. The open City Council meeting will begin at 7:30 p.m. following an executive session at 7 p.m. to discuss pending litigation and purchase or lease of real property. A late add-on (March 29) to the regular meeting agenda lists a proclamation: "Ambodimanga Ankazamba, Madagascar Day." Elmhurst Aldermen Continue Budget Talks Monday

Aldermen also will meet in their committees to talk about TIF incentive policy, sewer rates, sidewalks and more.

Elmhurst City Council members will continue their fiscal year 2013 budget talks when they meet as a Committee of the Whole at 7:30 p.m. Monday, March 11. For an outline of budget items up for discussion, click here. But before the budget discussion takes place, aldermen have allowed about an hour to meet in their standing committees, beginning at 6:30 p.m. The Finance, Council Affairs and Administrative Services Committee will continue review of a tax increment finance and sales tax incentive policy, and will begin review of sewer rates. Here's a Glimpse at Some of the Ways Aldermen Are Planning to Spend Your Money

And, in discussing the 2013 budget, aldermen discovered a new twist in the Prairie Path underpass project.

Elmhurst City Council members took their first swipe at the fiscal year 2013 budget Monday, an eight-month fiscal year that ends on Dec. 31. Aldermen decided last year to move to a calendar fiscal year, which is the reason for the May-December budget cycle. Aldermen will go through the budgeting process again at the end of 2013, in parallel with determination of the 2014 tax levy, as the city transitions to the 2014 fiscal-year beginning Jan. 1. Aldermen discussed projections for fire protection and public works funds, as well as some of smaller funds, such as wireless radio, motor fuel tax and the parking system. Expenses in the general fund total just less than $39.6 million, and revenues are just less than $41.3 million, which will …

City Council Set to Approve Kensington, Bike Plan and Southwest Flood Plan Design on Tuesday

Aldermen also will hear an update on ComEd, the 2013 budget will be distributed, and a new way to save money on commodities is proposed.

Among other business on Tuesday, Feb. 19, Elmhurst City Council members will likely send a proposal put forth by aldermen Steve Morley, Pat Wagner and Robert Dunn to the Finance Committee for further review. The plan would "utilize a progressive procurement model in the future purchase of commodities" to reduce expenditures, according to a press release from the three aldermen. The proposal would allow Elmhurst to use reverse on-line auctions in the procurement of goods. Pre-qualified vendors bid against each other to compete for the opportunity to get the purchase contract. Bidding begins with a pre-determined price equal to that provided for by competitively bid state purchase contracts, and from there, individual vendors can voluntarily…
