On the City's Agenda Monday: Ward Redistricting, ComEd Smart Grid, Sewer Work and TIF

And, something much more fun: The Conrad Fischer Singers will perform.

Elmhurst City Council will meet at 7:30 p.m. Monday, Oct. 3, at , 209 N. York St. The public meeting will convene immediately following an executive session to discuss pending litigation and acquisition/disposition of real property.

The meeting will begin with students from performing a tribute to the Churchville One-room Schoolhouse.

The council then will hear public comment. Citizens are invited to speak on any topic for up to three minutes.

In addition to approval of meeting minutes and accounts payable, the consent agenda will include the following items:

  • Approval of a $935,500 bid from Insituform Technologies Inc., the lowest of three bidders, for the sanitary sewer-lining rehab project. More than 26,000 feet of sanitary sewer is targeted for rehabilitation with this "pipe within a pipe" technology.
  • Approval of installation of a stop sign on the Armitage Avenue approaches to Willow Road
  • Approval of 50/50 cost sharing for the Dan Gibbons Turkey Trot. The route is changing this year, and the re-routed traffic will require more barricades and staffing, increasing costs from about $3,000 to about $6,000. The Turkey Trot Committee will split all costs above $3,000 with the city, for a not-to-exceed amount of $1,500 in additional costs to the city.
  • Approval to transfer the city's 2011 private activity bond volume cap, in the amount of $4.34 million, to the Upper Illinois River Valley Development Authority. Private activity bonds are securities issued by local home-rule governments for financing private development projects.The Upper Illinois River Valley Development Authority was created by the Illinois Legislature in 1990 to assist business development by providing low-interest financing.
  • Authorization to delete "day care and preschool" uses from the permitted use lists in the Cl and C4 districts, and reclassify them as conditional uses in the Cl and C4 zoning districts.
  • Approval of Community Marketing firm to continue to provide consulting services for the city with a formal review after one year
  • Approval of the sale by auction of a 1997 Oldsmobile Silhouette van and a 1999 Pontiac Sunfire
  • Approval of an ordinance waiving the bidding process and awarding a contract to AAA Concrete Raising Co. at a cost of $40,000 to repair 1,100 sidewalk squares throughout the city
  • Replacement of yield signs with stop signs at northbound and southbound Sunnyside Avenue approaches to Montrose Avenue
  • Approval of an electronic reader board sign at
  • Approval of a $50,000 payment to support the "Shop/Buy Elmhurst" marketing campaign
  • Approval to enter into an agreement with Kane, McKenna and Associates for an amount not to exceed $24,000 to study ; approval of a resolution expressing official intent regarding reimbursement of expenditures related to said TIF districts; and approval of resolutions providing for for the proposed districts.

After approval of the consent agenda, council members will hear a report on proposed ward boundary changes. The changes make the city's wards more equal in terms of number of residents represented by each ward.

The council will then hear any updates from Mayor Pete DiCianni.

Finally, aldermen will be asked to approve a resolution urging the Illinois General Assembly and the governor to modify Senate Bill 1652, which is
