Objection Filed in Elmhurst Race for 7th Ward

Darlene Heslop's objection to Alderman Pat Wagner's nominating petitions will be heard Monday.

UPDATE: Alderman Mulliner has recused himself from serving on the Electoral Board.

Earlier: Elmhurst resident Darlene Heslop has filed an objection against the nominating petitions of Alderman Pat Wagner, the incumbent candidate running to retain his 7th Ward seat in the April 9 Consolidated Election.

The Elmhurst Electoral Board will meet to hear the objection at 6 p.m. Monday, Jan. 7, at City Hall, 209 N. York St. The regularly scheduled meeting of the full City Council will follow the Electoral Board hearing, at 7:30 p.m.

According to Illinois state statute, the city's Electoral Board must be composed of the mayor, in this case interim Mayor Scott Levin; the city clerk (Patty Spencer) and the longest-serving member of the City Council, which is 7th Ward Alderman Mark Mulliner. Mulliner also is running for mayor.

The agenda for the hearing on objections for the 7th Ward seat is as follows:

  • Roll call
  • Introduction of board members and a brief explanation of proceedings
  • Adoption of rules procedure
  • Introduction of call of hearing into record
  • Call of objections and appearances of parties
  • pre-hearing conferences
  • Scheduling orders
  • Motions and stipulations
  • Hearings
  • Adjournment

Wagner was elected alderman in April 2009; he also serves on Elmhurst's Public Affairs and Safety Committee. His challenger in the 7th Ward is Charles Mueller.

Heslop conducted her own race for the 4th Ward in 2011. She was defeated by incumbent Steve Hipskind. An attempt to contact her was not immediately successful.

So why would 4th ward resident Darlene Heslop file an objection to 7th ward Alderman Pat Wagner's petitions? Could it be that during her landslide loss during her run for 4th ward Alderman she became very interested in the proper way to fill out petitions? Doubtful. Or, could it be that Darlene has a special relationship with Wagner's opponent, Charles "Chucky" Mueller? Much more likely. Mueller, best known for his repeated crushing losses as a candidate (twice for 7th ward Alderman, once for State Rep, at least once for Dupage County Board) has absolutely no chance of winning a race against Wagner, so the only way he has of winning is to use Cook County/Chicago politics to try to throw Wagner off the ballot. It won't work and he'll get crushed again. Finally, it is well known that Mulliner put Chucky up to run for Alderman. Did Mulliner pass petitions for Chucky? If so, he had better recuse himself from the Election Board or watch out for that backlash during his already ill faded attempt to run for Mayor.

If Wagner doesn't know what the "Unit of Government" is supposed to be on his pettitions, then he is surely is well suited to be a member of the "frat-boy" coalition in the Elmhurst City Council. Shame on you Ms. Heslop ~ how dare you try to raise the IQ of Mayor Mohammad's - er I mean Mayor Morely's future Aldermanic posse.

TMI don't waste your time on the Patch, it is useless. These individuals are members of the so called genus Rattus. They live meaningless lives. Neurologist John Lorber, who was a specialist in the treatment of the condition hydrocephalus, found that often despite having only a small fraction of the mass of a normal brain, hydrocephalus sufferers were cognitively impaired. Quite disturbingly he found several individuals who had only %5 of the brain mass that they should have who seemed to have no cognitive symptoms at all. Cognitive impairment occurs when problems with thought processes occur. It can include loss of higher reasoning, forgetfulness, learning disabilities, concentration difficulties, decreased intelligence, and other reductions in mental functions. In some cases, cognitive impairment may be reversible if the underlying cause is identified and treated. Seek immediate medical care (call 911).

if the anonymous post (by tmi above) is from any one working for either the Morley or Gutenkauf campaigns, I strongly suggest that you re-consider your tack in this campaign. If you just ask Patti Spencer, the City Clerk, she will will tell you that before 9:00 a.m. today, 7th Ward Alderman Mark Mulliner sent a legal notification to Ms. Spencer, advising her that he is recusing himself from the hearing re: the nominating petitions of 7th Ward Alderman Mr. Wagner (incumbent candidate). Knowing Mark Mulliner's integrity, this was an easy decision; a decision he made without fanfare or self propogation. And for the record, Mr. Mueller actually ran against Mr. Mulliner in a fairly recent 7th ward campaign, so the idea that the two have somehow teamed up doesn't even pass the giggle test. So tmi, before posting another baseless piece of innuendo, stop for a second, check your facts with the City, and then maybe try the adult method and actually post under your own name. Because if tmi's post originated with, or was endorsed by, either of the opposing campaigns, it is indeed a sad statement about the direction this campaign is heading... let's talk about issues.

Now please pay attention. Haters, you people suffer from "Negative Emotions" in pysche. These emeotions have a tendency that builds out of frustration, inferiority, superiority, over-confidence, jealousy and lack of self-esteem. Almost all human beings have taken negative or critical judgments from outside and it part of themselves. At the same time, when they find themselves that they are unable to deal with the situation for various reasons, that develops their own inferiority complex or inadequacy feeling and result in frustration. Over the period their behavior inclines towards hatred for others. Reigning behavioral negativities --like frustration, guilty feeling or jealousy-- which accumulate at the core of your psyche over a duration of time --as in the form of "negative emotions"-- and incessantly make us "emotionally imbalanced", are considered to be the root cause of all your sufferings. Eliminating hate in life is effective and a reliable system of eliminating common behavioral negativities -like fear, shame, guilt, arrogance, envy, jealousy, greed, phobia and many others like that- is considered to be one of the easiest and most powerful tools of self-improvement, which also nurtures innate nature of a person by eliminating 'negative attitude and pessimistic thinking' from the core of psyche. So please go out and smell the fresh air and the flowers, life is great.

People please do not be infected with the individual that suffers from "Negative Emotions". I ask that people examine the style of writing in the Patch postings. There is an individual that uses three to four names when posting, however the style is the same. I will give you a hint, this individual has a lot of hatred for people who do not give in their flawed method of thinking. This individual is like a kid that has a temper tantrum everytime someone says no. Now think, match the postings and you will find your answer. Have a great day.

Mr. Howard - glad to hear Mulliner recused himself, as he should. I do not have a direct line to the city, Gutenkauf or Morley campaigns. So, I was not aware that Mulliner recused himself prior to my post. Good for him. What your post doesn't address, however, is Mulliner's reason for recusing himself. Could it be that I was spot on and that Mulliner did recruit Chucky to run against Wagner? And please, do not try to tell me that because Mulliner beat Chucky once, that those two aren't allies today. After all, it was Chucky who once lapped at the tit of former Mayor Marcucci (who appointed him) to only turn his back on Marcucci, and his allies, 2 years later when he tried to run again for the same spot. You seem tied in to the Mulliner campaign, seems strange that you would leave Mulliner's reasons out for his recusal. I do give Mulliner credit, however, for the decision whatever the reason. I don't have a dog in the Mayoral fight. I just can't stand Heslop or Mueller, for a lot or reasons. The Duke of York, BTW, is VERY tight with the Gutenkauf campaign. Very tight. Might even say they share the same bed...right Mike HASSAN? However, if you do want to talk issues...lets. Today is Friday, January 4th, 2013. Is Alderman Mulliner for or against TIFs today? I understand that response might be different tomorrow, but for today, what is his position?

i agree r j anyone should be able to verify petitions filed especially if the person filing them is a "hand picked" shill doing the bidding of the resigned mayer dicainni is that hearing tonite about the challenge going to be on the elmhurst tv?
