Hearing on Electricity Aggregation, and Fire Chief Slated to Become Assistant City Manager

City Council also set to approve several contracts, Cool Cars, Farmers Market and Jaycees Carnival.

Elmhurst City Council will meet at 7:30 p.m. Monday, May 7, at City Hall, 209 N. York St. The meeting will be preceded by an executive session at 6:30 p.m. to discuss acquisition of real property, pending litigation and appointment, employment or compensation of a city officer or employee.

The public meeting will begin with a hearing on electricity aggregation. It is the second public hearing designed to gain resident input to help finalize a plan to seek cheaper power rates than those currently offered by ComEd.

Mayor Pete DiCianni will then make proclamations declaring Bike to Work Week and National Police Week.

A public forum will follow. Members of the community are welcome to speak for up to three minutes on any topic. Aldermen will then share any announcements with the council.

In additional to approval of minutes and accounts payable, the consent agenda includes the following items for approval:

  • Referral to the Public Works and Buildings Committee bid results for fire hydrant materials. Bids were received from four companies, the lowest of which was Mid America Water in Aurora at $14.944.
  • Referral to the Public Works and Buildings Committee bid results for demolition of 135 N. Addison. Nine contractors submitted bids, the lowest of which was DMD Services out of Northlake at $134,414.
  • Referral to the Public Affairs and Safety Committee of traffic control procedures  as requested by 1st Ward Alderman Paula Pezza. Pezza said that over the past two years, requests for traffic control devices have become prevalent. She is requesting the city's traffic engineering staff present a formalized procedure to evaluate all requests.
  • Rejection of a contract with Diamond Sweeping Co., Chicago, for the 2012-14 street sweeping project. The company has yet to provide a properly executed contract, an acceptable performance bond or proper insurance certificate. On April 3,company president, Anthony Cappello, was charged with fraud and was suspended by the Illinois Department of Transportation from doing business pending conclusion of the federal proceedings. Aldermen will vote to reject the pending contract with Diamond and award a contract to the second-lowest bidder, Waste Management of Franklin Park, with a three-year cost of $642,960.
  • Acceptance of a proposal from the lowest bidder, Walker Restoration Consultants, to repair the Schiller Parking Deck at a cost of $19,432
  • Acceptance of a paving program contract with CA Cement of Bloomingdale, the second-lowest responsible bidder out of 11. The lowest bidder withdrew its bid. CA Cement's bid is $1.83 million to resurface 4.4 miles of asphalt streets, and removal and replacement of 15,000 feet of curb and gutter, as well as other work.
  • Approval of the annual event with changes: Time will be from 6 to 8:30 p.m. Wednesdays, a new layout will reflect patterns of participation and increase participation, two theme lots will be positioned on the west side of Addison, three music and promotional tents will be positioned along Addison, and one northbound lane of York Road will remain open, as opposed to closing the street completely.
  • Approval of a zoning variation for 446 E. Park Ave. for the construction of an addition
  • An ordinance to approve the annual Farmer's Market
  • An ordinance to approve the Jaycees Carnival scheduled for June 5-10
  • Resolution awarding a contract for the 2012 paving program
  • Resolution to reject the proposal of Diamond Sweeping Co. and authorize a new award for the 2012 street sweeping project
  • Resolution authorizing an agreement with Carl Warren & Co. for third-party administration of liability claims
  • Resolution authorizing an agreement with Employer's Claim Service Inc. for the administration of worker's compensation claims
  • Resolution authorizing an agreement with Penn Credit Corp. for debt collection services

Following approval of the consent agenda, Mayor DiCianni will provide any updates.

The council will then vote to . The appointment will become effective upon his retirement as fire chief on May 8. Deputy Fire Chief Jeff  Bacidore will be appointed interim fire chief.
