Flood Plan Update and York Stadium Lights Top the City Council Agenda

Residents who wish to speak may do so at the beginning of the meeting.

Elmhurst City Council will meet July 18, at 7:30 p.m.

The meeting will begin with a presentation from the , which was formed to help Elmhurst District 205 students and their families offset the cost of fee increases for York High School students.

Members of the public will then be invited to speak on any topic for up to three minutes.

The council will then hear an update on the from Christopher Burke Engineering representatives. The report will include information on the sanitary sewer system and the storm sewer system, and a timeline for completion of projects for each.

In addition to approval of minutes from previous meetings and accounts payable, the consent agenda will include the following:

  • Bid results for asphalt work (referral to the Public Works and Buildings Committee). Two bids were received, from Corrective Asphalt Materials out of South Roxana, IL, for $45,500, and from Denler Inc. out of Mokena for $67,900.
  • Approval of a modified agreement with that will allow the city to continue to provide fire protection and ambulance services to residents in an area south of Grand Avenue until Oct. 31, or until negotiations for a new agreement with the district are completed.
  • Approval of Immaculate Conception Parish’s request for a block party to be held Aug. 27. Cottage Hill between Arthur and Church streets, and Arthur between York and Cottage Hill will be closed from 3 to 10 p.m. The event will include games, a moon jump, food vendor, magician, balloon artist and a beer garden.
  • Acceptance of a proposal from Verizon for cellular and data services for 133 cell phones at a cost of $3,270, which is a savings of about $680 a month. The city’s current providers are Sprint/Nextel and AT&T. The city lost Nextel cellular service during the last two storms, while police data service provided by Verizon was operational. Staff using AT&T also experienced unreliable service.
  • Approval of an ordinance allowing Fifth Third loan modification
  • Approval of an ordinance authorizing Pathway Community Church to use the Addison municipal lot for a gathering
  • Approval of ordinances to allow payment for landscaping, snow removal, professional fees, loan repayment and other expenses for special service areas 5 (Virginia Lane Townhomes), 6 (City Centre), 7 (City Centre), 9 (Dorchester Avenue), 10 (Belden Avenue), 11 (Willow Road), 13 (Prospect Avenue), 14 (Spring Road) and 15 (Gladys Avenue) for the next fiscal year
  • Approval of a settlement agreement and mutual release of claims between Linda Wotjas and the city of Elmhurst, and Elmhurst Police Officer Arthur Ciszewski

The council is also expected to approve a new conditional use permit for the York High School stadium that will replace the original document approved in 1986. If approved, will be allowed from March 1 through June 15, and from Aug. 15 through Nov. 30, from 5:30 a.m. to 9 p.m. Monday through Thursday; 5:30 a.m. to 11 p.m. Friday; and 7 a.m. to 11 p.m. Saturday. No lights will be used on Sunday. The sound system will be allowed Monday through Saturday during games only, and on Sundays from noon to 6 p.m. during games only. Among other conditions, the School District will monitor use, publish the sports schedule on its Web site and be subject to penalties if they are in violation of the terms. This will be for a one-year trial period.
