Elmhurst Committees May Tackle Flooding Via Ordinance

How much new construction should be allowed to be impervious?

Elmhurst aldermen will begin the discussion about how much impervious surface builders will be allowed in new home construction at 7 p.m. Monday, Aug. 12. The city is considering modifying the zoning ordinance to prescribe a maximum allowable percentage of impervious surface for new development. Christopher Burke Engineering, who has been working with the city on a comprehensive flood plan, recommends no more than 50 percent of a total lot be impervious.

The matter will be discussed at the Development, Planning and Zoning Committee at 7 p.m. in Room 2Β at City Hall. Joining the DPZ Committee in that discussion will be the Public Works and Buildings Committee.Β

Development, Planning and Zoning Committee

  • A family is asking for a setback variation to build an attached one-car garage to replace an existing two-car garage located on the lower level of their house. The home's down-sloping driveway is causing flood water to enter the lower level of the house, and the owners have spent more than $27,000 in flood mitigation equipment, according to the request. The home is at 155 S. Poplar.
  • Alderman Mark Mulliner is asking for a review of the downtown business district and the industrial district to determine if any zoning changes would benefit those areas.

Public Works and Buildings Committee

  • Sanitary update: infiltration/inflow removal program
  • Stormwater update: infiltration for single-family residential development
  • 2013 storm sewer extension program
  • Purchase of a Carlton tree stumper
  • Lake and Walnut lift station, emergency generator replacement
Finance, Council Affairs and Administrative Services Committee
  • Review of general obligation bond Series 2003 refinancing
  • Continued review of the tax increment financing incentive policy and the sales tax incentive policy
  • Alderman Diane Gutenkauf has requested the city begin a comprehensive planning process. City Manager Jim Grabowski will give a presentation to the committee on that topic.

Public Affairs and Safety Committee

  • Stop sign request at Chandler and Adelia
  • Lincoln Dad's Bean Bag Tournament in the city-owned lot next to Knights of Columbus. If approved, the event would be held from 3 to10 p.m. Saturday, Aug. 24, and would raise money for Lincoln Elementary School.
  • Metro paramedic contract
  • Review of transient merchant ordinance, as requested by Alderman Michael Bram

All committee meetings take place at 7 p.m. at City Hall, 209 N. York St. Public comment will be welcome.
