Committee Formed to Study ComEd Reliability will Update City Council Monday

Also on the agenda: sidewalks, permanent electronics waste recycling, new liquor classifications, railroad crossing for pedestrians and more.

Elmhurst City Council will meet at 7:30 p.m. Monday, Feb. 6, at City Hall, 209 N. York St. The public meeting will follow an executive session at 6:30 p.m. to discuss pending/threatened litigation, including workers compensation, and acquisition/disposition of real property.

The open session will begin with a presentation from a subcommittee of the city's Stormwater Task Force that was formed to study and evaluate service and reliability issues related to ComEd. The subcommittee will offer recommendations to the City Council.

The presentation will be followed by a public forum. Community members are invited to speak for up to three minutes on any topic. Aldermen will then offer any announcements.

In addition to approval of minutes and accounts payable, the consent agenda will include the following items:

  • A proposal to increase the Board of Fire and Police Commissioners from three members to five members will be referred to the Public Affairs and Safety Committee.
  • A proposal to increase the Economic Development Commission from 12 members to 15 members will be referred to the Development, Planning and Zoning Committee.
  • A proposal to review the transcription services used at the Zoning and Planning Commission and Zoning Board of Appeals public hearings will be referred to the Development, Planning and Zoning Committee.
  • A proposal to create permanent, ongoing programs for electronic waste recycling and prescription drug disposal will be referred to the Public Works and Buildings Committee.
  • A proposal to evaluate city-owned parking lots will be referred to the Public Works and Buildings Committee. Aldermen Michael Bram and Paula Pezza are proposing the lots be converted to a permeable surface that will aid in reducing flooding and be environmentally friendly.
  • A request to hold the 24th annual Spring Road Pet Parade on May 19 will be referred to the Public Affairs and Safety Committee.
  • Approval of a PL liquor license for Walgreens so the store can sell spirits in addition to beer and wine. This is an upgrade from Walgreens' current CBW liquor license. With the store's recent expansion into beer and wine sales, customer requests for spirits have been "overwhelming," Walgreens representatives have said.
  • Approval of a 5-foot-wide pedestrian crossing and gates on the east side of West Avenue at the Union Pacific Railroad tracks
  • Approval of changes to the Beverage Alcohol Sellers and Servers Education and Training program. Proposed is an added stipulation that requires the training to be held in a classroom taught by a certified trainer. An online course does not fulfill they city's requirements.
  • Approval of the addition of a 10-minute parking space at Edible Arrangements, 206 N. York St.
  • Acceptance of a proposal from Konica Minolta Business Solutions for the purchase and maintenance of 12 multifunctional digital copiers for $76,742
  • An ordinance approving the Memorial Day Parade on May 28
  • Approval of an ordinance merging the Villa Park VFW Post 2801 and the Elmhurst VFW Post 2048
  • Approval of a new classification of liquor license for banquet facilities
  • Approval of an ordinance extending the agreement with Bensenville Fire Protection District 1
  • Approval of an ordinance awarding a street sweeping contract to Diamond Sweeping Co., Chicago, for a cost not to exceed $551,000
  • Approval to repeal and terminate the hiring and promotion freeze for city employees

Aldermen will then hear a report on the new public sidewalks policy, which includes a proposal to add new sidewalks where none currently exist, primarily on the north side of town.

The meeting will conclude with updates from the mayor and aldermen.
