City Council Will Swear In Police Chief, Discuss Tax Levy, Review Vehicle Sticker Fees for Seniors

Elmhurst's , will be sworn in at the next City Council meeting at 7:30 p.m. Monday, Nov. 5, at City Hall, 209 N. York St. Also on the agenda will be a discussion of the estimated 2012 tax levy, among other business.

In addition to approval of minutes and accounts payable, the consent agenda includes the following items:

• North York plan will be referred to the Development, Planning and Zoning Committee. Aldermen Dannee Polomsky and Norman Leader have asked for a 13-point review of the North York tax increment financing area to establish guildelines for development. The review will address such areas as building scale, architectural style, lighting and signage. The aldermen also are requesting a forum for residents to share their views.
• Tannins liquor license change will be referred to the Public Affairs and Safety Committee. Tannins is currently allowed to sell bottled wines and premium beer. Owner Joe Leonardo would like to begin offering spirits by the glass for consumption on the premises.
• A liquor license request by WYR Restaurants LLC for a new English Pub at 116 S. York will be referred to the PAS Committee
• Addison Street parking deck electrical utility relocation bid award to low bidder Connelly Electric of Addison for $280,000
• Amendment to the ordinance governing mobile food units
• Approval of a paperless agenda system for aldermen
• Approval of auction of vehicles seized for forfeiture
• Approval of disposal of fire department radios and other equipment
• Approval of an amendment to the engineering services agreement with RJB Group for the Saylor and Jackson force main replacement
• Approval of front yard setback variance for 459 N. Addison
• Approval of a sign for the Elmhurst Park District's new administrative offices at 375 W. First St.
• Approval of a second modification to the agreement with Bensenville Fire Protection District 1
• Approval of the 2013 employee dental insurance benefit agreement with Blue Cross Blue Shield
• Approval of a memorandum of understanding with the FBI that the Elmhurst Fire Department will provide clinical medical education to FBI paramedic/EMT personnel

The City Council will then hear a review of vehicle stickers. The vehicle sticker fee structure was changed last year to provide for a 50 percent discounted rate for senior citizens with passenger vehicles and trucks less than 4,800 pounds. As it turns out, about 100 senior citizens own B plate trucks weighing 4,801 to 8,000 pounds as their primary vehicle. Staff is recommending the 50 percent senior discount apply to the B plate truck category also, effective with the sale of 2013-14 vehicle stickers. The senior discounted rate for the B plate truck category would be $45 prior to May 1 and $60 after April 30.

Aldermen will then hear a report on estimated property taxes to be levied for 2012. The estimated tax levy amount of $16,764,039 includes an estimate for the city of $9,458,539 and an estimate for the Elmhurst Public Library of $7,305,500. Illinois' Truth in Taxation Law requires the city to file the estimated levy, but the Finance Committee will continue its review at the next committee meeting. A final levy must be approved in December.

The mayor will then give any updates, and aldermen will vote on three resolutions:

• Estimated tax levy for 2012 tax year
• Approval of a contract with ARCO/Murray National Construction for preliminary due diligence investigations and site design for the Addison Street parking deck at a cost of $95,000
• Award of the proposed Addison Street parking deck utility relocation project.
