City Council Expected to Approve City/School TIF Agreement Tonight, and Budget Talks Wind Down

Also up for approval: Zoning Commission appointment, sidewalk SSA and fuel contract.

Elmhurst City Council members are expected to sign off on the intergovernmental agreement with Elmhurst Unit District 205 that provides for revenue sharing from the city's tax increment financing districts tonight, Monday, April 1, at City Hall, 209 N. York St. The School District approved the agreement at its last meeting.

The open City Council meeting will begin at 7:30 p.m. following an executive session at 7 p.m. to discuss pending litigation and purchase or lease of real property.

A late add-on (March 29) to the regular meeting agenda lists a proclamation: "Ambodimanga Ankazamba, Madagascar Day."

In addition to approval of minutes and accounts payable, the consent agenda includes the following items:

  • reappointment to the Zoning and Planning Commission of Richard Frolik Jr., as recommended by Acting Mayor Scott Levin
  • referral to the Public Affairs and Safety Committee of a request to hold the annual ONE combined worship service Aug. 25 at the Addison Street parking lot
  • approval of risk management insurance renewals at a total cost of $303,400, a reduction of more than $13,500 compared to last year
  • approval of establishment of special service area #16 on the 400 and 500 blocks of Howard Avenue for the purpose of constructing new sidewalks. The SSA has a proposed term of 10 years and a maximum annual tax levy rate of .35 percent (35 cents per $100 of EAV). A public hearing will be held June 3 to take comments regarding the SSA.
  • approval to allow the 2013 farmer's market on York and Vallette on Wednesdays from June through October
  • amendment of an ordinance to acquire property for construction of a public works salt dome. The title company made an error in the legal description.
  • approval of an ordinance granting front-yard setback variations at 257 and 259 N. Myrtle Ave.
  • approval of a one-year gas and bio-diesel fuel contract with Heritage FS Inc.

The council will then hear any reports from Mayor Levin and City Manager Jim Grabowski.

Aldermen will then vote on a 28th amendment to the real estate purchase contract for Pauli's Marathon station, 260 N. York. To continue review and feasibility investigation of the property, the city must again extend the contingency investigation period for the property to May 8.

The regular City Council meeting will conclude with a vote on the intergovernmental agreement with Elmhurst Unit District 205 regarding tax increment financing districts.

At the conclusion of the regular meeting, at about 8 p.m., aldermen will reconvene as a committee of the whole to discuss "circle-back" items on the 2013 budget.

The public is welcome to speak for up to three minutes at both the regular and committee of the whole meetings.
