City Council Slated to Approve Appointments to Fire and Police Commission, Library Board

Aldermen also have suggestions for reducing the burden on the city's stormwater system, and the council will hear a budget update.

Elmhurst City Council will meet at 7:30 p.m. Tuesday, Feb. 21, at City Hall, 209 N. York St. The public meeting will be preceded by an executive session at 7 p.m. to review closed session minutes and discuss pending or threatened litigation.

The first item in open session will be public comments. Members of the community are invited to speak for up to three minutes on any topic.

This will be followed by announcements from council members.

In addition to the approval of minutes and accounts payable, the consent agenda will include the following items:

  • appointment of Monica Iacono to the Elmhurst Public Library Board to fill the expired term of Phil Hupfer. Her term would expire on July 1, 2014.
  • re-appointment of Emil Haddad to the Board of Fire and Police Commissioners for a term to expire May 1, 2013
  • referral to the Public Works and Buildings Committee of bid results for uniform services for the Public Works Department. Three bids were received from G&K Services of Justice for $270, Aramark of Arlington Heights for $257 and Cintas of Romeoville for $283.
  • referral to the Public Works and Buildings Committee of bid results for fire hydrant and valve repair. Eight bids were received from Archon Construction of Addison for $139,900, Patnick Construction of Bensenville for $178,000, Stip Brothers Excavating of Elwood for $194, Unique Plumbing of Brookfield for $178,000, Gerardi Sewer and Water of Norridge for $163,000, Vian Construction of Elk Grove Village for $182, Kings Point of Addison for $120,000 and Cerniglia of Melrose Park for $126,000.
  • referral to the Public Works and Buildings Committee of bid results for a 4-ton trailer-mounted asphalt hot box patcher. Base bids were received from Falcon Road Maintenance of Midland, Mich., for $22,000; Bonnell Industries of Dixon for $22,900; and Koenig Body and Equipment of Peoria for $24,800. Each offered an additional bid based on trade-in price.
  • referral to the Public Affairs and Safety Committee of a request from the Elmhurst Park District to hold its Bike Rodeo on May 19
  • referral to the Public Affairs and Safety Committee of a request from Elmhurst Running Club and Community Bank of Elmhurst to hold the Elmhurst 4 on the 4th 4-mile run on July 4
  • referral to the Public Works and Buildings Committee of a request from 1st Ward aldermen Diane Gutenkauf and Paula Pezza to review an alternative water management programs for the rear yard drain program. The programs could include rain gardens, bioswales or on-site stormwater containment. The aldermen said these options are cost effective and environmentally friendly, and would relieve the burden on the city's storm sewers.
  • referral to the Public Works and Buildings Committee of a request from 3rd Ward Aldermen Dannee Polomsky and 4th Ward Alderman Kevin York to change current requirements for downspouts and sump pumps. Currently, builders are required to connect downspouts and sump pumps directly to the city's storm sewer system. The stormwater report reviewed by the City Council indicates this practice burdens on the city's storm sewers.
  • approval to amend the portion of the city code titled "Pawnshops and Pawnbrokers" to include precious metals dealers. Elmhurst has seen an increase in businesses that purchase gold, silver and other jewelry to melt it down for its value. From a police perspective, this becomes problematic when individuals burglarize homes or otherwise illegally acquire these metals and turn them in at these businesses for cash. The city recently passed an ordinance regulating the pawn business, but precious metal dealers have no such regulation.
  • approval of the 24th annual pet and bike parade on May 19 on Spring Road
  • approval of the Network Confidential Information Nondisclosure agreement between the city of Elmhurst and the state of Illinois. The agreement allows the city access to plans for the Illinois Broadband Opportunity Partnership between the Department of Central Management Services, Illinois State University and more than 40 local organizations to improve broadband access for education, health care, government and public safety institutions. The partnership will allow the city faster broadband connectivity, and allow a future upgrade of the city's WAN and data access to the Illinois Century Network. It may also allow the city to disconnect some current leased lines with AT&T resulting in cost savings.
  • adoption of the DuPage Mayors and Managers Conference 2012 legislative action program
  • approval of the Elmhurst St. Patrick's Day Parade on March 10
  • approval of 10 minute parking near Edible Arrangements, 206 N. York St.
  • approval of a Class PL liquor license for Walgreen's for the sale of liquor in addition to wine and beer
  • approval of a requirement that the beverage alcohol seller and servers education to be completed only in a classroom and not online
  • approval of consulting services from the Northern Illinois Municipal Electric Collaboration for electric aggregation

The council will then hear updates from Mayor Pete DiCianni and an overview of the 2012-13 city budget from City Manager James Grabowski.
