Approval of Refuse Contract and Work at 135 Addison on City Agenda Monday

Elmhurst City Council is back at work Monday, Jan. 7, after the holiday break with an agenda that includes a review of the five-year capital expense budget, an agreement with Addison Corridor Development LLC for utility work on a retail/parking structure downtown, approval of a refuse contract with Allied Waste and more.

The city's Electoral Board will hold a hearing immediately preceding the regular City Council meeting at 6 p.m. Elmhurst resident Darlene Heslop has filed an objection against the nominating petitions of Alderman Pat Wagner, the incumbent candidate running to retain his 7th Ward seat in the April 9 Consolidated Election.

The regular council meeting will begin at 7:30 p.m. with public comment, followed by announcements and the consent agenda. In addition to approval of minutes and accounts payable, the consent agenda is as follows:

• Request from the Elmhurst Park District to host Battle of the Bands at the Addison Street parking lot in June will be sent to the Public Affairs and Safety Committee for discussion.
• Request from Community Bank of Elmhurst to host the 2013 4 on the 4th race July 4 also will be sent to the PAS Committee.
• Approval of the purchase of a truck ($26,188), forklift ($21,350) and dual auger dump body ($32,432) for the Public Works Department
• Approval of a refuse and recycling contract with Allied Waste
• Approval of a water rate increase from $6.41 per thousand gallons to $7.18 for residents; and from $9.61 per thousand gallons to $10.76 for businesses due to DuPage Water Commission's increase. The increase will be effective immediately.
• Approval of signs stating "No Right Turn on Red when Pedestrians are Present at northbound York and eastbound South Palmer Drive
• Approval of overhead utility relocation work by ComEd at a cost of $96,130 and AT&T at a cost of $71,422 at 135 Addison Ave. Comcast has not yet provided its utility relocation cost. Addison LLC has proposed building a 68-foot structure at this site with retail, office space and parking, but a change in the city's zoning code would be required. The City Council is debating the height of the structure.
• Approval of an at-grade crossing agreement with Union Pacific Railroad for improvement of sidewalks at West Avenue

Acting Mayor Scott Levin will then provide aldermen with any updates, and City Manager Jim Grabowski will offer a presentation on the five-year capital expenditure plan.

The council will then approve a resolution for a "third letter agreement" with Addison Corridor Development LLC.
