And Then There Were Three: Aldermen Select Hahn Street Finalists

Their final presentations, due in November, will provide a greater level of detail.

Proposals by Banner Apartments, Lincoln Properties and Morningside Hahn LLC will advance to the final stage of the selection process for a new development near the corner of York Road and North Avenue.

After spending the last two weeks hearing and evaluating proposals, aldermen met Monday night to see which of the five companies vying for the project would move forward.

Developers presented their plans on Sept. 9 and Sept. 10, and aldermen scored the proposals based on criteria they developed earlier this year. City staff also created a matrix listing the features of the five plans.

All proposals for the 10-parcel area facing Hahn Street and Addison Avenue featured mainly rental units, with York Road-facing retail.

The council rankings clearly delineated the top three from the remaining two, Jupiter Realty and Buckingham Companies.

“It's clear that there are three within shouting distance of each other,” 5th Ward Alderman Chris Healy said.

For the three finalists, the process continues.

“There's an extensive amount of work that we're asking the finalists to do,” said Mayor Steve Morley.

According to the city's Request for Proposals for the site, the finalists need to provide, among other things, 3-D models of their proposals, floor plans for each level, street views of each side of the building, conceptual landscaping, a list of proposed retail tenants, a school impact analysis and financial references.

The council has set Nov. 12 as the date for finalist presentations.
