Aldermen Will Discuss Binding Referendum on Dual Elected Duty Monday

Elmhurst City Council members will meet at at 7:30 p.m. Monday, July 16, to discuss, among other things, a referendum on whether a city official should be allowed to hold more than one elected position simultaneously. The Finance, Council Affairs and Administrative Service Committee was on whether to hold a referendum on the issue in November or in April. The committee will present both opinions to the full council.

But first, the Finance Committee will meet at 6 p.m. to review the draft redevelopment agreement with . The full council also will meet in executive session at 7 p.m. to discuss pending/threatened litigation, including workers' compensation, and acquisition of real property.

The regular council meeting will begin at 7:30 p.m. with a recognition of outgoing members of the Peer Jury program. Aldermen then will take public comments for up to three minutes on any topic and hear announcements from council members.

In addition to approval of minutes and accounts payable, the consent agenda includes the following items:

• Bid results for the Schiller/Palmer parking structure maintenance and repairs—forward to the Public Works and Buildings Committee
• Regulation of film production: an ordinance to categorize film production permits into either multiple-day filming or single-day filming
• Immaculate Conception Parish request to hold a block party at 4 p.m. Saturday, Aug. 25. Streets will be closed around the parish, which is located at Cottage Hill and Arthur, from 3 to 10 p.m.
• Knights of Columbus request to hold recycling drives from 10 a.m. to 2 p.m. Aug. 5 and 12 in the municipal lot east of York and Vallette
• Reduction in Class RSB liquor licenses. Mimmo's Pizzeria at 561 N. York, has chosen not to renew its license.
• Elmhurst College request to hold Taste of Elmhurst activity fair from 3 to 5 p.m. Aug. 30 on Alexander between Myrtle and Prospect. The event is for student organizations to showcase their groups and recruit new members. The street will be closed from 1 to 6 p.m.
• Ordinance authorizing the acquisition of real property in fee simple title for construction of a public works salt dome
• Ordinance authorizing the auction of vehicles seized through forfeiture for driving offenses
• Ordinance approving another amendment regarding the city's purchase of Pauli's Marathon at 260 N. York, which extends the contingency investigation period to Aug. 21
• Ordinance approving an agreement to use the municipal lot at York and Vallette for the above-mentioned recycling events
• Ordinance amending the municipal code to reflect wastewater fee increases for private well and sewer systems
• Resolution authorizing a change order for the anaerobic digester improvements at the waste water treatment plant
• Resolution authorizing the purchase of a high pressure jetter trailer from EJ Equipment for $52,100
• Resolution awarding a bid for traffic signal pole painting to Bill's Painting of Des Plaines for $20,400

Following the consent agenda, the council will begin discussion of the dual elected duty referendum. The majority report, signed by Finance Committee Chairman Steve Hipskind and Alderman Scott Levin, recommends the referendum be placed on the April 9, 2013, ballot. The minority report, signed by Alderman Mark Mulliner, recommends placing the referendum on the Nov. 6 ballot. Committee Vice Chairman Kevin York did not sign either of the reports, according to agenda documents filed before the City Council meeting.

Elmhurst Mayor Pete DiCianni and other elected officials will provide any updates.

Finally, the council will vote on an ordinance allowing the issuance of $10 million in general obligation bonds, and provide for the levy and collection of an annual tax for the payment of interest on the bonds. The bond issue was approved by the City Council on June 4.
