Passed Out in Public Places

William C. Jensen, 46, 400 block of North Van Auken, was charged with public intoxication and trespassing after he was found sleeping in the men’s restroom at the Elmhurst Public Library around 5 p.m. on Nov. 26, police said. Jensen was “highly intoxicated” and taken from the library by paramedics, police said. He was previously ordered to stay away from the library.

Juan Carlos Romero-Rapeta, 27, of Rolling Meadows, was charged with disorderly conduct after a witness called police to a gas station in the 1000 block of North York Road around 6 a.m. on Nov. 27 to report Rapeta was sleeping on the floor. Officers were unable to wake up Rapeta and called paramedics. He awoke with slurred speech and red, glassy eyes which prompted police to have him taken to a hospital for evaluation.

Police arrested two people found passed out in a vehicle parked in the parking deck of the old Elmhurst Hospital around 2:45 a.m. on Nov. 25. The pair admitted to doing heroin, police said. Kellie R. Shaw, 30, of St. Charles, was charged with possession of a controlled substance and possession of drug paraphernalia. Shaw was taken to DuPage County Jail. The driver, James S. Stutchman, 36, of St. Charles, was charged with possession of drug paraphernalia, driving without a license and driving without insurance. He was released on an I-Bond.

Police charged two people with unlawful use of a disability parking placard during the early morning hours of Nov. 25 – Black Friday – in separate incidents. Shayla Giap, 43, of Chicago was charged after she parked in a handicap spot in the 300 block of South Route 83 just after 3 a.m. Police determined the placard belonged to an 73-year-old woman Giap knew. Around 6:45 a.m., Cora Coonich, 41, of Wheaton, was charged after police saw her park in a handicap spot, “unload a small child and walk briskly into the store” located in the 200 block of South Route 83. Coonich told police the placard belonged to her husband.

Mom Tells on Son to Police

A woman told police around 1:30 a.m. on Nov. 24 that her son, who is on juvenile probation, had violated his court-ordered curfew. The boy was taken to the Elmhurst Police Department, cited with a curfew violation and later released to his mother.
