Elmhurst Police Report Results of Weekend Roadside Safety Check

Two arrests were made for DUI, two for suspended licenses and 18 for driving without a license at the checkpoint. Additional arrests reported during the enforcement period.

The has released reports of arrests made as a result of a on Lake Street between 11 p.m. June 30 and 4 a.m. July 1.

DUI Arrests

  • Manuel Chaidez-Vargas, 32, 1933 S. 51st St., Cicero, was arrested and charged with DUI after his black Mercury Mountaineer was stopped at Lake and Church at 3:26 a.m. July 1. He was released on bond.
  • Matthew J. Flemming, 30, 221 S. Wisconsin Ave., Addison, was arrested and charged with DUI after police stopped him at Lake and Church at 3:35 a.m. July 1. He was released on I-bond.

Driving With a Suspended License

  • John G. Keslinke, 47, 472 N. Edgewood, Wood Dale, was arrested and charged with driving with a suspended license and driving without insurance after his black Honda Valkyrie was stopped at Church Street and Fischer Farm at 11:52 p.m. June 30.
  • Pedro S. Picazo, 33, 2437 N. Austin Ave., Chicago, was charged with driving with a suspended license after his blue Ford Explorer was stopped at Lake and Church at 1:35 a.m. July 1. He was released on I-bond.

Driving Without a License

  • Erika Martinez, 32, 1215 N. 23rd Ave., Melrose Park, was arrested and charged with driving without a license after her blue Ford Windstar was stopped at Church Street and Fischer Farm at 12:07 a.m. July 1. She was released on I-bond.
  • Rodrigo Carrera-Diaz, 30, 512 Harvard Ave., Addison, was charged with driving without a license after her green Honda Accord was stopped at Lake and Church Street at 12:15 a.m. July 1. She was released on I-bond.
  • Rosa Yanez, 20, 524 Green Oaks Apt. 8, Addison, was charged with driving without a license after her blue Ford Taurus was stopped at Lake and Church at 12:31 a.m. July 1. She was released on I-bond.
  • Tamara Manjarrez-Ayala, 18, 741 Rozanne Drive, Addison, was charged with driving without a license after her black Chevrolet Carryall was stopped at Lake and Church at 12:37 a.m. July 1. She was released on I-bond.
  • Juan A. Arias-Diaz, 31, 548 W. Linda, Addison, was charged with driving without a license after his black Nissan Maxima was stopped at Lake and Church at 12:49 a.m. July 1. He was released on I-bond.
  • Maria Merino, 34, 455 S. Londe, Addison, was charged with driving without a license after her gold Ford Expedition was stopped at Lake and Church at 12:53 a.m. July 1. She was released on I-bond.
  • Javier Davila, 40, 524 Green Oaks Apt. 10, Addison, was charged with driving without a license after his black Nissan Quest was stopped at Lake and Church at 1:06 a.m. July 1. He was released on I-bond.
  • Eustorgio Juarez, 45, 456 Duck Lane, Wood Dale, was charged with driving without a license after his black Dodge Avenger was stopped at Lake and Church at 1:36 a.m. July 1. He was released on I-bond.
  • Javier Luna, 19, 506 W. Toughy, Des Plaines, was charged with driving without a license after his green Jeep Cherokee was stopped at Lake and Church at 1:44 a.m. July 1. He was released on I-bond.
  • Epifanio Garcia, 30, 772 N. Eighth, Addison, was charged with driving without a license after his gray Honda Civic was stopped at Lake and Church at 2:29 a.m. July 1. He was released on I-bond.
  • Jose Cedillo, 19, 528 Michigan Apt. A, Addison, was charged with driving without a license after his gold Chevrolet Cavalier was stopped at Lake and Church at 2:33 a.m. July 1. He was released on I-bond.
  • Maria DelCarmen-Boliv, 22, 513 S. Adeline, Addison, was charged with driving without a license and driving without insurance after her Ford Windstar was stopped at Lake and Church at 2:38 a.m. July 1. She was released on I-bond.
  • Juan Flores, 44, 118 E. North Ave., Addison, was charged with driving without a license after his blue Dodge Caliber was stopped at Lake and Church at 2:44 a.m. July 1. He was released on I-bond.
  • Mario Roldan-Santos, 29, 9612 Greenwood Apt. 1D, Des Plaines, was charged with driving without a license after his gold Pontiac Grand Am was stopped at Lake and Church at 2:45 a.m. July 1. He was released on I-bond.
  • Eric Zabala, 25, 3125 Martin Ave., Melrose Park, was charged with driving without a license after his silver Pontiac Grand Am was stopped at Lake and Church at 2:59 a.m. July 1. He was released on I-bond.
  • Jacobo Merlin, 36, 353 Mill Road Apt. 10, Addison, was charged with driving without a license after his black Jeep Wrangler was stopped at Lake and Church at 3:30 a.m. July 1. He was released on I-bond.
  • Maria Negrete, 27, 3607 Hale St., Addison, was charged with driving without a license after her tan GMC Yukon was stopped at Lake and Church at 3:31 a.m. July 1. She was released on I-bond.
  • Rigoberto Ramirez, 31, 908 Mulberry Lane, Streamwood, was charged with driving without a license after his blue Ford Explorer was stopped at Lake and Church at 3 a.m. July 1. He was released on I-bond.

The enforcement is part of a broader, two-week initiative made possible by a grant from the Illinois Department of Transportation. Patrols were beefed up between 11 p.m. and 3 a.m. June 22 to July 4.

DUI Arrests

  • Jessica Lavin, 28, 805 Plate Apt. 202, Rochester, Mich., was arrested and charged with driving under the influence of alcohol after police pulled her over for disobeying a traffic control device and improper turn at St. Charles and Villa at 2:51 a.m. June 27. She was released on I-bond.
  • Raul Rivera, 23, 1627 32nd Ave., Melrose Park, was arrested and charged with DUI-drugs, possession of cannabis, possession of drug paraphernalia and driving without a license after police stopped his tan Buick LeSabre for disobeying a traffic control signal at North and Emroy at 12:04 a.m. June 29.
  • Sylvia B. Lucarz, 32, 1140 Grove Ave. Apt. E, Bensenville, was arrested and charged with DUI and illegal transportation of alcohol after police pulled over her gold Dodge Intrepid for improper lane use and failure to signal at York and North End at 3:44 a.m. June 29. She was released on I-bond.
  • Karik Edward O'Brien, 21, 810 Foxworth Blvd., Lombard, was arrested and charged with DUI and driving without insurance after his Hyundai Elantra ran out of gas at North Avenue and Route 83 at 4:57 a.m. June 29. He pushed his vehicle to the Shell station but the pump was disabled. Police smelled alcohol on his breath when they attempted to assist him. He was released on bond.
  • Hector Perez, 47, 5324 Garbo Lane, Hanover Park, was arrested and charged with DUI and driving without insurance after police pulled him over for speeding at Interstate 290 and Route 83 at 12:23 a.m. June 30. He was released on bond.
  • Jeffrey L. Burney, 35, 2044 Litchfield, Dayton, Ohio, was arrested and charged with DUI after police pulled over his red Ford F150 for speeding and improper lane use at North Avenue and Interstate 290 at 4:15 a.m. July 1. He was released on bond.
  • Jose A. Varcas, 27, 442 E. Washington, West Chicago, was arrested and charged with DUI, driving with a suspended license and obstructing after police pulled over his red Dodge Ram for speeding at North Avenue and Route 83 at 5:38 a.m. July 1. He provided police with a false name. He was released on I-bond.

Driving with a Revoked License

  • Brittany A. Bailey, 23, 44 E. Belle Drive, Northlake, was arrested and charged with driving with a suspended license and possession of drug paraphernalia after police pulled over her gold Cadillac DeVille for improper lighting at Grand and Industrial Drive at 3:30 a.m. June 29. She was released on bond.

Driving Without a License

  • Arturo Quintero-Perez, 32, 5609 105th Place SW, Mukilteo, Wash., was arrested and charged with driving without a license and driving without insurance after police pulled over his white Chevrolet Express for disobeying a flashing red light at Melrose and North at 1:23 a.m. June 29. He was released on I-bond. Passenger Martin Robles-Galicia, 41, 1815 S. 50th Court, Cicero, provided a false name and birth date and was charged with attempted unlawful possession of a fake ID and obstructing identification. He was released on bond. Ruben Sanchez, 30, 736 S. 20th St., Milwaukee, was cited for allowing an unauthorized person to drive. He was released on I-bond.
