Elmhurst Among Top Municipalities in the State for DUI Arrests, According to AAIM

Elmhurst's arrest rate per sworn officer is fourth-highest in Illinois.

The Elmhurst Police Department is earning some praise from the Alliance Against Intoxicated Motorists.

The department is ranked fourth in the state for arrest rate per officer for DUI, according to an annual survey by AAIM. Elmhurst's Top Cop is Officer Matthew McCollum, who arrested 106 people for drunk driving in 2011, placing him 17th in the state.

Since 1990, AAIM has conducted the survey of Illinois police departments to determine how many drunk driving arrests they make. AAIM not only praises these departments and individual officers, but encourages them to keep up the fight against drunk driving.

Through a grant from the Illinois Department of Transportation, nearly 700 police agencies were surveyed, with 76 percent responding. Elmhurst is ranked sixth for total DUI arrests in 2011 with 367, behind Rockford (686), Naperville (622), Springfield (553), Rock Island (465) and Decatur (448).

Chicago, because of its size, is in its own category. Chicago police made 17.8 percent fewer arrests in 2011 (3,037) than in 2010 (3,695), according to the survey.

Elmhurst is ranked fourth in arrest rate, with 5.48 arrests per officer, behind Itasca (11.48), Carol Stream (5.63) and Rock Island (5.6). In 2011, Elmhurst had 67 sworn officers.

DUI arrests in Elmhurst in 2011 increased 15.4 percent from the 318 arrests in 2010.

“More DUI arrests in a municipality or county do not necessarily mean there are more drunk drivers in these locations than in other Illinois communities,” AAIM Executive Director Charlene Chapman said in a prepared statement. “It does indicate a more active enforcement effort targeting DUI by those police departments compared to other departments.”

In a familiar pattern, the regions of the state with the strongest DUI enforcement are Cook County, which accounts for eight of the state’s top departments, and DuPage County, which accounts for six departments.

“…  Traffic safety advocates believe that drunk drivers who are arrested are the fortunate ones. In our impaired driving prevention programs, we always remind people that if they are driving drunk they are lucky if it is a cop that stops them, rather than a tree, another car or a small child," AAIM Board Vice-President and crash survivor Marti Belluschi said in a statement.

Of the Illinois police departments who responded to AAIM's survey, the Top 25 in terms of arrests for DUI in 2011 are:

For some reason, the Elmhurst police released this the day after their DUI road block. What were the results of Sunday's DUI road block in north Elmhurst? I would expect 20 to 25 drivers were hauled in for DUI's considering the drunks that were drinking in downtown Elmhurst bars and leaving in cars thereafter. Great job Elmhurst PD, in advance of the DUI road block report.

How much was the grant?
Vincent Russell July 2, 2012 at 11:58 pm
Not sure how much the grant was, but stopping cars for 4 hours at a DUI road block on a major street I'm sure yielded a couple of dozen DUI's.
On any given Friday, there are 3 to 4 DUIs, so a road block must have netted quite a few.

Gee, we're drinking all the beer we have in our refrigerators before it gets warm due to having no electricity.

The grant was about $7,000, and that is used strictly for collection of the data, cost of mailing and cost of certificates of recognition. Point of clarification: AAIM does not work with the any police department on their roadblocks.

I agree with you but I don't know if we as just citizen's can do anything to stop that practice. IRead More wish that each cyclist had to have a license, and that it was enforced by laws and police, on the bike so that people could report occurrences and have the person receive a ticket just like a person driving an auto. That would make sense.

A couple of years ago, Villa Park installed "State Law- must stop for pedestrians" signsRead More on the roadways where the Great Western and Prairie Paths cross. I saw a big increase in path users barreling across the streets with no regard for the stop signs on the path.

I was really hoping that the Elmhurst Police would sound in on this info-I do understand kids willRead More be kids, but if one of them is hurt, that adult driver will need to live with that for the rest of their life-so let's come up with a solution for both bicyclist and cars to be in harmony. I really think that a step up in enforcement in the bicycle laws would help-just like the drunk driving laws-believe me the bicycle laws are just as important.
