state Law- stop for pedestrian in crosswalk York/Hahn

Just wanted to sound off about the State Law that says a person in a vehicle must stop for a pedestrian in a crosswalk! I walk to and from work via York Street and Hahn street and use the crosswalk there that states "State Law-  Stop for pedestrians in crosswalk". I choose to cross there instead of walking down to the lights at 3rd st and York or at York and North due to an old hip injury.No one ever stops and I have had people yell at me, speed up while I am crossing,swear at me, and even had an idiot swerve his vehicle at me. I have never ONCE seen the police stop anyone, or observe officials observing this.The police could make a killing writing tickets at this spot. It's bad enough that the drivers speed down York all the time and even in the crosswalks with lights you have drivers that try to squeeze through and block the intersection and you go to cross in front of them and they beep at you ! This sign should just be taken down at this location and make pedestrians cross at lights or else start enforcing this So called State Law.! Am just fed up with having to stand in the middle of the street waiting to cross and I Am The Person At fault! Sorry, just had to sound off. The pedestrians in Elmhurst do not have the right of way, just the vehicle owners who are on their cell phones on calls or texting!
