Greyhound in the Cold

It's -9 out, and I hear a man out the window commanding his dog to "get over here." I live in the 348 N. Elm  I look out my window, it's the greyhound guy with his dog.  The dog has gone in the street. The dog never does that.  This breed can't take the cold.  I think the owner must have "wrong thinking." Iwant to go after him.  I want to report him.   I wll try to be ready tomorrow to have a talk with him.  I hope the dog survives.
