Elmhurst should place an electronic bulletin board on both sides of the underpass.
This space could be rented, there would be no need for public works employees to attach banners via wires and bungee cords, would save labor costs. Multiple messages could rotate in succession and thus create multiple streams of income.
Those advertising would not have to buy banners. Minimally, we should create a permanent and professional mounting surface for banners that has an expedient and permanent mounting system.

Who, me or the sign?

Since the Police station is so close by, community announcements, important information, and other news could be posted at a moments notice. Motivational and philosophical quotes could be expressed. Advertising or community announcements could rotate. These signs do not have to be gaudy. They can be useful.
